Armenian Relief Society to Convene HRC 63 Side Event on Refugee Justice for Armenian Women and Children of Artsakh
Geneva discussion will address the right to return, protection of displaced persons, property restitution, cultural heritage, accountability and sustainable recovery
GENEVA, Switzerland —September 21, 2026 — The Armenian Relief Society (ARS), an NGO in consultative status with the United Nations Economic and Social Council (ECOSOC), in collaboration with the Armenian Legal Center for Justice and Human Rights (ALC), will convene a side event during the 63rd Session of the United Nations Human Rights Council (HRC 63) examining refugee justice and durable, rights-based solutions for the forcibly displaced Armenian population of Artsakh (Nagorno-Karabakh), with particular attention to women and children.
The side event, titled “Refugee Justice for the Armenian Women and Children of Artsakh (Nagorno-Karabakh): Advancing the Right to Return through Human Rights, Property Restitution, Cultural Heritage Preservation, and Sustainable Recovery,” will take place on Thursday 24 September 2026 at 1700 in hall XI, UN Palais des Nations, Geneva.
The event will bring together international legal experts, human rights specialists, humanitarian practitioners, civil society representatives and other stakeholders to examine the continuing consequences of displacement and the international community’s role in advancing justice and durable solutions.
From Forced Displacement to Refugee Justice
In September 2023, more than 100,000 ethnic Armenians fled Artsakh (Nagorno-Karabakh) following months of humanitarian crisis and the escalation of hostilities. The displacement followed approximately nine months of blockade and severe restrictions affecting the Lachin Corridor, the route connecting Artsakh (Nagorno-Karabakh) with Armenia and a critical lifeline for the civilian population.
The resulting displacement separated families from their homes, property, livelihoods, schools, communities, cultural institutions, and religious heritage.
Women and children have experienced particular consequences. Women have assumed increased responsibilities as caregivers, providers and community leaders while confronting economic insecurity, loss and displacement-related trauma. Children have faced interrupted education, the loss of familiar social and community environments, and the long-term psychological and developmental effects associated with displacement.
While humanitarian assistance remains essential, the ARS side event will emphasize that responding to displacement also requires addressing the rights and long-term durable solutions of displaced populations.
“Humanitarian assistance addresses immediate needs. Refugee justice requires us to ask what comes next,” said Arousyak Melkonian, ARS Central Executive Board Chairperson. “It requires protecting people in displacement while also addressing their right to determine their future, their housing and property rights, their cultural heritage, access to justice, and the conditions necessary for voluntary, safe, dignified and sustainable return.”

The panel discussion will examine the rights of the people of Artsakh (Nagorno-Karabakh) following war and forced displacement, with particular attention to the protection of rights and the pursuit of durable solutions grounded in international law.
Discussions will address the protection of fundamental rights during displacement; prospects and conditions for voluntary, safe and dignified collective return; housing, land and property rights; the preservation of cultural and religious heritage; and the role of the international community in securing justice, accountability and sustainable peace.
A special focus will be placed on the experiences and leadership of women and children, emphasizing their meaningful participation in shaping decisions affecting their rights, communities and future. The event will also explore pathways to sustainable recovery, including access to education, healthcare, social protection, and economic opportunities.
The panel aims to foster dialogue among representatives of international organizations, governments, civil society and affected communities, while identifying practical recommendations to advance human rights, justice and long-term solutions.

Բռնի տեղահանութենէն գաղթականներու արդարութիւն
Սեպտեմբեր 2023ին, աւելի քան հարիւր հազար հայեր Արցախէն (Լեռնային Ղարաբաղ) խոյս տուին՝ ամիսներ տեւած մարդասիրական տագնապէն եւ թշնամական արարքներէ ետք։ Տեղահանութիւնը յաջորդեց մօտաւորապէս ինը ամիս տեւած ծանր շրջափակման՝ Լաչինի անցքին փակմամբ, որ Արցախը Հայաստանի կապող կենսական անցք մըն էր քաղաքային բնակչութեան համար։
Տեղահանութեան պատճառով ընտանիքներ զրկուեցան իրենց բնակարաններէն, ինչքերէն, վարժարաններէն, հաւաքականութիւններէն, մշակութային հիմնարկներէն եւ կրօնական ժառանգութենէն։
Կիներ եւ մանուկներ ապրեցան այս տեղահանութեան դառն հետեւանքները։ Կիներ ստիպողաբար ստանձնեցին յաւելեալ պատասխանատուութիւններ՝ իբրեւ հոգատարներ, հայթայթողներ եւ հաւաքականութեան ղեկավարներ, դիմագրաւելով տնտեսական անապահովութիւն, ցնցումներ՝ իբրեւ հետեւանք կորուստի եւ տեղահանութեան։ Մանուկներ դիմագրաւեցին կիսաւարտ կրթութիւն, հարազատ ընկերային միջավայրի կորուստ, ինչպէս նաեւ՝ հոգեկան եւ զարգացման երկարաժամկէտ ազդեցութիւններ։
Մինչ մարդասիրական օժանդակութիւնը կենսական է, ՀՕՄի այս ձեռնարկը պիտի շեշտէ , որ տեղահանութեան հակազդելը նաեւ կը պահանջէ գաղթականներու իրաւունքներու եւ երկարաժամկէտ ապագայի հասցէագրումը։ ՀՕՄի Կեդրոնական վարչութեան ատենապետ Արուսեակ Մելքոնեան նշեց, որ մարդասիրական օժանդակութիւնը ուղղուած է անմիջական կարիքներու ապահովման.գաղթականներու արդարութիւնը մեզմէ կը պահանջէ հարցադրելու, թէ ինչ է յաջորդ քայլը՝ աւելցնելով, որ նաեւ կը պահանջէ տեղահանուած անձերու պաշտպանութիւնը, լուսարձակի տակ բերելով իրենց ապագան ճշդորոշելու , բնակարանային եւ ինչքի իրաւունքները, անոնց մշակութային ժառանգութիւնը, արդարութեան հասանելիութիւնը եւ արժանապատիւ, կամաւոր եւ ապահով վերադարձի իրաւունքի պայմաններու ստեղծումը։
