Armenian Relief Society’s Humanitarian Assistance in Artsakh and Armenia

 

September 27, 2021 marks the one year anniversary of the start  of the attack on Artsakh by the Azeri government along with its allies and hired guns. We stand with all the soldiers who fought valiantly to defend our homeland, we stand in solidarity with all those who gave their lives and by their families who are still coping with their loss. We stand with and support those who were injured while protecting our borders. We stand with all those who lost their homes. We will continue to help those in need. We will continue to stand with the soldiers to protect our homeland. 

 

Last year brought extreme grief to our Nation and that grief continues till this day with the signing of any agreements with ancient aggressors who continue to threaten the existence of the Armenian People, Nation and Diaspora.

 

The Armenian Relief Society (ARS) true to its objectives, “To make special appropriations for food, medicine, and clothing in the event of war, epidemics, or natural disaster, and to aid the disabled, the ill, the needy, prisoners of war and the deported,” activated its entire membership from the first day of the Artsakh War, on September 27, 2020, by providing immediate relief efforts and assisting the civilian population affected by the 44 day war.

The 30-year active presence of the ARS in Armenia and Artsakh, with projects realized in a number of fields, proves the Society’s devoted commitment to the welfare and progress of our Homeland. Today, faced with sad realities, despite all the post-war trauma and both emotional and physical pitfalls, the Armenian Relief Society is still running its relief efforts in wounded Artsakh. All throughout the tragedies of the 44-day war and its aftermath, our Society stood by the Armenian servicemen and volunteers, their children and families, and all who, suddenly deprived of their ancestral homes, needed immediate assistance.   

With the collective and constant efforts of the ARS Central Executive Board, Regional Executive Boards, the Executives of Entities and Chapters, as well as worldwide donors and supporters, it became possible to reach and help wounded soldiers, the families of fallen heroes, the children, and the families who had lost their homes and lands. Alongside programs realized over the past months, today, the ARS is planning a new program to assist the families of Armenian prisoners of war, and those missing in action. The humanitarian activities realized by the Armenian Relief Society in Armenia and Artsakh since September 27, 2020 are as follows:

 

•  With the joint efforts of ARS/Canada, ARS/Eastern and Western USA, CBA/France, ARS/Belgium, ABC/Greece, and their Armenian Communities, $3,297,500AMD worth of items were shipped to Armenia and Artsakh, to be distributed among displaced families and individuals who had taken refuge in Armenia and cities of unoccupied Artsakh. Items included medications, coats, clothes, footwear, bedding items, food, medical equipment, sleeping bags, utility shoulder bags, wheelchairs and walkers, baby food, powder milk and other everyday necessities.
•  Expanding its annual Yuletide (Amanor) Program, the ARS Executive Board launched the “Special Amanor” program which aimed at bringing some holiday cheer to the children of displaced residents of Artsakh. The local ARS entities distributed the gifts to 4,034 children both in Armenia and Artsakh. Children received coats, toys, educational games and stationary.
• Considering the status of the displaced families as a result of the 44 day war, the CEB initiated the “Stand with an Artsakh Family” relief project. The goal of this project was to provide financial assistance to one thousand displaced families from Artsakh. Each family received a total of $1,000USD over the course of four months. With the kind donations of ARS supporters and entities, in total, $1,000,000 ($381,500 in Armenia and $618,500 in Artsakh) was distributed during the four phases of the project.
• With the outbreak of the war, the teachers, principals, and staff members of the ARS “Sose” kindergartens fled to various cities of Armenia, often leaving behind their sons and husbands.  Considering the uncertainty of the war and the high cost of living in Armenia, the ARS decided to provide a single allocation of $300USD to all. In total, $24,596 was allotted to this purpose.
• A special four wheel drive ambulance worth $11,500USD was secured and donated to the Defence Ministry of Armenia.
• ARS/Armenia allocated $5,123USD for provision of meals for one month to a shelter in Zvartnots hosting 165 refugees. 
• The ARS has been a great supporter of the Military Disability Rehabilitation Center at the Heratsi Hospital, securing specialized equipment to provide professional treatment to the wounded. With the efforts of ARS entities, to date we have secured an anesthesia machine, an orthopedic surgical table, Arthrex arthroscopy tower and a ventilator․ A total of $184,000USD has been donated to the Center by the ARS for equipment and other needs. 
• During the early days of the Artsakh war, a total of $52,400 was provided to 74 families of fallen and wounded soldiers.
• The ARS has been sponsoring young children in Armenia and Artsakh since 1992. Immediately after the breakout of the war, the CEB revamped its Orphan’s sponsorship program and renamed the program “Children of Fallen Heroes” to financially assist the children of fallen heroes, both in Armenia and Artsakh.  For $330 a year, sponsors can make an impact by transforming the life of a child whose father sacrificed his life while defending our country. Donors must agree to sponsor children until the age of 18.
• It is within the broad scope of the ARS objectives to assist the families of prisoners of war and of those missing in action. Planning ahead, we are putting our efforts in helping those families by providing them with care packages and other everyday necessities.

Հայ Օգնութեան Միութեան Մարդասիրական Ծրագիրները Արցախի եւ Հայաստանի մէջ

Այսօր, ազգովին կը նշենք Ադրպէյճանի վարչակարգին կողմէ Արցախի Հանրապետութեան դէմ մեծ մաշտաբով պատերազմական գործողութիւններու առաջին տարելիցը: Ինչպէս միշտ, այսօր ե՛ւս, յանուն Հայրենիքի պաշտպանութեան մարտնչած մեր բոլո՛ր հայ զինուորներուն ու անոնց ընտանիքներուն կողքին ենք: Ինչպէս նաեւ կողքին ենք բոլոր անոնց, որոնք Արցախեան 44-օրեայ պատերազմին հետեւանքով կորսնցուցին իրենց սիրելի զաւակը, հայրը, ամուսինը, զոհաբերեցին իրենց առողջութիւնը, լքեցին իրենց պապենական տունն ու հողը եւ տակաւին կը դիմագրաւեն պատերազմի հետեւանով իրենց առաջ դրուած բազմազան խոչընդոտներ: Ինչպէս անցեալին, ներկայիս եւս կը շարունակենք թիկունք կանգնիլ կարիքաւոր մեր հայրենակիցներուն: Աւելի ե՛ւս, կը շարունակենք սատարել մեր սահմանները պաշտպանող Հայ զինուորին:

Անցնող մէկ տարուան ընթացքին ազգովին ապրեցանք մեծ վիշտ, ցաւ ու կորուստներ, որոնք այսօր եւս զգալի են, երբ համայն հայութեան գոյութեան սպառնացող դարաւոր թշնամիին հետ, նոր համաձայնագրեր ստորագրելու փորձերը կը շարունակուին:

Կառչած մնալով Հայ Օգնութեան Միութեան առաքելութեան եւ յատկապէս անոր գործունէութեանց “Յատուկ յատկացումներ կատարել՝ սնունդ, դեղորայք եւ հագուստեղէն հայթայթելու պատերազմներու, համաճարակներու եւ  բնական աղէտներու ժամանակ եւ օգնել հաշմանդամներու, հիւանդներու, կարօտեալներու, ռազմագերիներու եւ տեղահանուածներու” կէտին, Սեպտեմբեր 27, 2020-ին սկիզբ առած Արցախի պատերազմին առաջին իսկ օրէն, ՀՕՄ-ը  իր ամբողջ ներուժը օգտագործեց, որպէսզի անմիջական օժանդակութեան աշխատանքները ի գործ դնելով ձեռք երկարէ վիրաւոր Արցախին ու մեր հայրենակիցներուն։  

ՀՕՄ-ի ներկայութիւնը Արցախի մէջ, ինչպէս նաեւ անոր իրագործած ծրագիրները զանազան ոլորտներու մէջ վերջին 30 տարիներուն ընթացքին կու գան փաստելու ՀՕՄ-ի հաւատքն ու սէրը հայրենիքի բարօրութեան նկատմամբ։ Այսօր, կը գտնուինք տխուր իրականութեան դէմ հանդիման, սակայն հակառակ բոլոր խոչընդոտներուն, Հայ Օգնութեան Միութեան աշխատանքը յամառօրէն շարունակուեցաւ Արցախի մէջ։ Ընդհակառակը, 44 օրեայ պատերազմին ամբողջ տեւողութեանը, ինչպէս նաեւ անոր յաջորդող ամիսներուն, շարունակեց թիկունք կանգնիլ հայ զինուորին, ազատամարտիկին, երեխային, ընտանիքին եւ բոլոր կարօտեալներուն, որոնք ակնթարթի մը մէջտեղահան եղան  եւ կարօտ մնացին իրենց հայրենեաց տան։ 

Կեդրոնական Վարչութեան, Հայաստանի եւ Արցախի ՀՕՄ-ի Շրջանային Վարչութիւններու եւ մասնաճիւղերու, ինչպէս նաեւ աշխարհասփիւռ ՀՕՄ-ի միաւորներուն ու համակիրներուն ճիգերով, կարելի եղաւ օժանդակութիւն տրամադրել հազարաւոր կարօտեալներու։ Վերջին ժամանակաշրջանին իրագործուած ծրագիրներուն կողքին, այսօր, Կեդրոնական Վարչութիւնը կը մշակէ նոր ծրագիր՝ օժանդակելու համար հայ գերիներու եւ անյայտ կորած զինուորներու ընտանիքներուն։ 

Ստորեւ կը ներկայացնենք Սեպտեմբեր 27, 2020-էն սկսեալ Հայաստանի եւ Արցախի  մէջ ՀՕՄ-ի կողմէ իրագործուած մարդասիրական աշխատանքներուն պատկերը։ 

• ՀՕՄ-ի Գանատայի, ԱՄՆ Արեւմտեան եւ Արեւելեան ափերու, Ֆրանսայի, Պելճիքայի, Յունաստանի հայ համայնքներուն եւ ՀՕՄ-ի միաւորներուն գործակցութեամբ, ընդհանուր $3,297,500 ամերիկեան տոլարի արժողութեամբ բեռներ ղրկուեցան  դէպի Հայաստան եւ Արցախ, որոնք բաժնուեցան Հայաստանի զանազան մարզերու մէջ եւ Արցախի քաղաքներուն մէջ ապաստան գտած մեր հայրենակիցներուն։ Բեռները կը պարունակէին դեղորայք, վերարկուներ, հագուստեր, կօշիկներ, անկողնային պարագաներ, բժշկական իրեր, քնապարկեր, ուսապարկեր, մանկական կեր, կաթ, սայլակներ, քայլակներ, սննդեղէն, եւ այլ։
• ՀՕՄ-ի տարեկան “Ամանոր” ծրագիրը ընդլայնելով, ՀՕՄ-ի Կեդրոնական Վարչութիւնը որոշում առաւ Յատուկ Ամանոր ծրագիրը առաջացնել, ըստ որուն 4,034 երեխաներ Արցախի եւ Հայաստանի մէջ ստացան ամանորի առթիւ նուէրներ, գրենական պիտոյքներ, դաստիարակչական խաղեր, բաճկոններ։ 
• Ի մտի ունենալով Արցախահայ ընտանիքներուն զանազան պէտքերը, ՀՕՄ-ը յաջողութեամբ իրականացուց “Թիկունք Կանգնինք Արցախահայ Ընտանիքին” բարեսիրական ծրագիրը, ըստ որուն, Հայաստանի եւ Արցախի մէջ ընդհանուր  հազար ընտանիքի  տրամադրուեցաւ $1000 ամերիկեան տոլար՝ չորս ամսուան ընթացքին ($250/ամիս)։ Ընդհանուր $1 միլիոն ամերիկեան տոլար յատկացուեցաւ այս ծրագրին իրագործման նպատակով։
• Պատերազմի սկզբնական շրջանին, երբ ՀՕՄ-ի Սօսէ մանկապարտէզներու պաշտօնէութիւնը իրենց քաղաքներէն հեռացած ու ապաստան գտած էին Հայաստանի զանազան շրջաններէ ներս, ՀՕՄ-ին կողմէ իւրաքանչիւր պաշտօնեայի յատկացուեցաւ նիւթական օժանդակութիւն, որպէսզի նոյնիսկ մասամբ կարելի ըլլայ հոգալ անոնց առօրեայ ծախսերը։ Ընդհանուր $24,596 տրամադրուեցաւ պաշտօնէութեան օժանդակելու նպատակով։
• ՀՕՄ-ի ճիգերով, $11,500 ամերիկեան տոլարի արժողութեամբ շտապ օգնութեան իքնաշարժ տրամադրուեցաւ հայոց բանակին։
• ՀՕՄ-ը կ՛աշխատի նաեւ Երեւանի “Հերացի” Թիւ 1 Հիւանդանոցի Հայրենիքի Պաշտպանի Վերականգնողական Կեդրոնին օժանդակութիւն տրամադրելու գծով, որպէսզի յատուկ մասնագիտական ժամանակակից սարքեր տրամադրուին վիրաւոր զինուորներուն անհրաժեշտ բուժման համար։ Ցարդ, ՀՕՄ-ի միաւորներու յատուկ աշխատանքով ՀՕՄ-ի նիւթական աջակցութեամբ Կեդրոնը օժտուած է “anesthesia machine, orthopedic surgical table, arthrex arthroscopy tower” եւ արհեստական շնչարութեան սարքերով։ Ընդհանուր $184,000 յատկացուած է Վերականգնողական Կեդրոնին։
• Պատերազմի սկզբնական օրերուն ՀՕՄ-ի կողմէ անմիջական նիւթական յատկացումներ կատարուեցան 33 զոհուած եւ 41 վիրաւոր զինուորներու ընտանիքներուն։ Ընդհանուր $52,400։
• Ընդհանուր $5,123 յատկացուեցաւ Զուարթնոց շրջանին մէջ 165 ապաստանեալներու սնունդի ծախսերը մէկ ամիսով հոգալու համար։
• «Զոհուած Հերոսներու Զաւակներ» անուան տակ, ՀՕՄ-ը կը շարունակէ որբերու խնամակալութեան ծրագիրը։ Արցախի վերջին պատերազմին առաջին իսկ օրէն, Հայ Օգնութեան Միութիւնը անմիջապէս աշխատանքի անցնելով պատրաստեց անչափահաս երեխաներ ունեցող զոհուած զինուորներու նոր ցուցակներ, որպէսզի հովանաւորներու աջակցութեամբ կարելի ըլլայ ծրագրի նոր փուլի գործադրումը։  Այսօրուան տուեալներով, Հայաստանէն եւ Արցախէն, աւելի քան 1600 անչափահաս երեխաներ արձանագրուած են ՀՕՄ-ի մօտ։ Տարեկան $330 նուիրատուութեամբ կարելի է մէկ երեխայ հովանաւորել մինչեւ ան լրացնէ 18 տարիքը։
• Հայ Օգնութեան Միութիւնը չէր կրնար անտարբեր մնալ պատերազմի ընթացքին եւ անկէ անմիջապէս ետք անյայտ կորածներու հարցով։ Արցախեան պատերազմին հետեւանքով անյայտ կորածներու ընտանիքներուն օժանդակելու նպատակով, ՀՕՄ-ը Հոգատարութեան Արկղներու (care packages) ծրագիրը կը նախաձեռնէ։ Իւրաքանչիւր անյայտ կորածի ընտանիքին պիտի յատկացուի արկղ՝ հոգալու համար անոնց ամենօրեայ պէտքերը։

Յատուկ շնորհակալութիւն կը յայտնենք ՀՕՄ-ի համակիրներուն, նուիրատուներուն եւ միաւորներուն, որոնց նիւթական աջակցութեամբ կ՛իրագործուին անմիջական օժանդակութեան ծրագիրները Արցախի եւ Հայաստանի մէջ։ 

Ժողովուրդիս հետ, Ժողովուրդիս համար կարգախօսով ՀՕՄ-ի աշխատանքները կը շարունակուին նոյն թափով։ Մարդասիրական ծրագիրներուն մասնակից դառնալու համար կրնաք ձեր նուիրատուութիւնը փոխանցել ՀՕՄ-ի Արցախի Օժանդակութեան Ֆոնտին։
